Conservation Panel Approves Union Street Condo Permit

Walpole Conservation Commission clears a six-unit Union Street condo permit, continues a messy wetland-fill fight. The board voted 5-0 Wednesday to issue a land disturbance permit for Union Heights Place at 112 Union Street, a six-unit condo project from Union Street Investment Group LLC represented by engineer Robert Truett. The bulk of the meeting went to 16 Main Street, where owner Michael Downey faces an enforcement order after adding fill near a wetland flagged on a 1989 plan; soil evaluator Russ Waldron's test pits left the picture murky.
Neighbor Joe Hughes said "it was much more than" a swimming-pool's worth of fill, while Downey insisted "I didn't think it was wetlands then." That case continues to October 14. The commission also approved certificates of compliance for 120-126 South Street and the Pine Street culvert, both 5-0, and reported someone illegally pulled all the flashboards from the Clark's Pond dam, dropping the water level about two feet.
