Zoning Board Rejects Pennstone Parking Fine Appeal
Zoning Board · Meeting of September 21, 2026
Walpole Zoning Board upholds a $300 stadium-parking fine against the Pennstone Apartments, voting 0-4 to reject the complex's appeal. Building Commissioner Jim Crowley testified he cited the Summer Street development for lacking required security and for nine vehicles tied to a World Cup final, including a motorhome marked "World Cup Tour." Representative Leanna Cobb argued eight of the cars were ride-share vehicles merely waiting for passengers, but member Shane D'Entremont noted overturning the finding needed all four sitting members' votes, which it did not get. In a second appeal, Judith Bradley withdrew her challenge to a $5,100 fine for 17 cars at her 130 Winter Street home "without prejudice," choosing instead to negotiate Crowley's standing offer of a reduced $1,700.
The board separately approved a variance letting a hair salon at 801 Main Street sublease to a massage therapist, and continued two Wall Street Development Corp. cases, including the 28-unit Pinnacle Drive 40B project, to November 18 and October 7.
