Walpole zoning board invokes safe harbor, stalling a 45-unit Union Street 40B plan. The Zoning Board of Appeals, led by Chair John Lee, voted unanimously on a motion from Vice Chair Drew Delaney to declare the town's prior approval of a related six-unit project on the same 1.4-acre lot triggers a one-year safe harbor under Chapter 40B, stripping the applicant's automatic state appeal rights. Director Patrick Deschenes said Walpole's subsidized housing inventory sits at roughly 10.89 percent.

Project engineer Rob Truex outlined a three-story, 45-unit building with 59 parking spaces and 25 percent affordable units, replacing a six-unit design the board had already approved "by default." Member Judith Conroy recused herself over a Pleasant Street property interest but told the room she was "disappointed" the applicant sent "the suits and the engineers" rather than appear itself. More than a dozen residents objected over traffic, parking and flood-plain concerns. The board continued the case to October 26.
