Walpole water commissioners freeze $2.4 million in town indirect costs, reject eminent domain reservoir bid. The Board of Water and Sewer Commissioners voted 4-0-1 to withhold approval of roughly $2.4 million in annual town indirect-cost charges to the water and sewer fund until the town supplies employee-by-employee documentation, a demand one commissioner said the board has made for "20 years." A separate motion to seize 94 acres of MWRA land by eminent domain for a future reservoir failed on a 2-3 vote after a commissioner called the site a "sludge dump" and a colleague, John, called that claim "all BS." The board also readopted a monthly electronic-billing directive, 4-0-1, after years of unimplemented motions, and voted 5-0-0 to again summon engineering firm Weston & Sampson to explain a stalled MWRA water-connection project. Separately, commissioners discussed a pending state bill, S.3087, that would convert their elected board to an appointed one, with a public hearing held June 23.
