Zoning review panel fine-tunes two town meeting articles

Walpole's Zoning Review Steering Committee refined two town meeting articles without a quorum, taking no votes. Staff walked members John and Ed through a mixed-use bylaw requiring 30 percent of ground-floor space in mixed-use buildings stay commercial, with density capped at 45 dwelling units per acre downtown and 20 per acre in the Business District. "It's not like the number was taken from anywhere else," staff said of the 30 percent threshold.
A companion earth-removal article would require a special permit, plus a new surety bond, for any project excavating or filling more than 100,000 cubic yards of earth. The group cited the Toll Brothers' 4.2-acre Main Street project, and traffic engineer Bowman's peer review of it, as a reference point. A public forum is tentatively planned for March 11, ahead of a Planning Board vote March 19.
