Committee pushes solar bylaw rewrite to spring meeting

Walpole zoning panel delays solar and battery-storage bylaw rewrite to spring. The Zoning Review Steering Committee spent its July 13 work session picking apart a draft rewrite of the town's solar bylaw, debating a 125 percent decommissioning bond pegged to inflation, a proposed 50-foot setback near residential districts, and whether battery storage, unregulated anywhere in current zoning despite two containers already on the North Street solar site, should ever stand alone as a primary use. Committee member Jim said the bond exists so the town is "not left holding the bag to dismantle an entire field of solar panels." With the Planning Board meeting just once, July 16, before its warrant closes, and the Select Board's Aug. 11 deadline looming, staff lead Sean recommended holding the article for spring 2027 Town Meeting rather than rushing an unfinished draft forward.

No formal votes were taken beyond a unanimous motion to adjourn.
